53 - L'INTELLIGENCE DU TEMPS

LA SIXIEME RESSOURCE

ABSTRAITS
L’intégration de nouvelles ressources nécessaires à une activité de gestion des entreprises, ou de n’importe quelle activité, est généralement faite en fonction d’un objectif que l’on voudrait atteindre le plus rapidement possible. Dans le processus de management, et de la fonction de planification en particulier, le temps pose une nouvelle problématique de taille et il importe d’y réfléchir en fonction des délais nécessaires pour qu’une activité soit faite. « De nos jours, le facteur temps est devenu essentiel non seulement pour les stratégies   mais également en tant qu'instrument de gestion ».
L’objectif de cet article est de mettre en évidence que le temps est à la fois ressource et critère, paramètre et facteur sans oublier les dimensions de la variable et de la contrainte. C’est aujourd’hui, et sûrement depuis toujours, la sixième ressource dans le management des entreprises, malheureusement mal reconnue.

The integration of new resources into the business of managing organizations is usually based on objectives and goals one wishes to achieve in the shortest time possible. In the process of management, and especially in the planning function, time poses a new problem size as it is important to think about delays needed for an activity to be done. "Today, the time factor has become essential not only for the strategies but also as a management tool."
The objective of this article is to highlight that time is both a resource and a criteria, a factor as well as a parameter, without forgetting its constraint and variable dimensions. It is today, and has certainly always been the sixth resource in business management.

PREAMBULE
La grande question que les entreprises pourraient se poser aujourd’hui, face aux impératifs de la globalisation et de la situation de concurrence sans scrupules qui en découle, est «avons-nous le temps?». Beaucoup répondront « nous avons le temps, sans réellement l’avoir ». 

Ajoutons à cela, ce que Claude SMADJA, directeur général du Forum économique mondial, déclarait dans son intervention durant le 27e Congrès Mondial et Exposition de l’IRU, sur le facteur temps « De nos jours, le facteur temps est devenu essentiel non seulement pour les stratégies commerciales, mais également en tant qu'instrument de marketing et critère principal d'efficacité et de compétitivité. Toute entreprise ou économie nationale qui n'en ferait pas une priorité se trouverait bientôt en mauvaise posture ».  

Un peu plus loin, Claude SMADJA ajoute : « Aujourd'hui, la question n'est plus de savoir si, oui ou non, l'on peut s'adapter à cette nouvelle économie : c'est de savoir si l'on pourra s'y adapter à temps… ce n'est plus le gros poisson qui mange le petit, mais le plus rapide qui mange le plus lent ».

La prudence et l’attention constante, sont donc aujourd’hui de mise ! Quelle que soit l’activité, le plan ou l’objectif, toute stratégie, pour qu’elle soit gagnante, doit considérer la dimension du temps dans sa réflexion et ses actes. Sinon, à quels résultats faut-il s’attendre ?

Il reste certain cependant, que la pression chaque jour plus forte de la concurrence, requiert incontestablement de reconnaître un fait primordial : Être rapide, c’est-à-dire voir les choses en considérant le temps comme élément indispensable à l’action managériale. Mais s’agit-il vraiment :

  1. D’Être plus rapide ? 
  2. D’Être aussi rapide ou 
  3. D’Être moins rapide que les autres ? 

Notre société est de plus en plus marquée par l’importance du temps et s’oriente vers une culture influencée par la rapidité, voire l’impatience.

Encore une nouvelle problématique dont il faudra trouver réponse et justificatif.

DÉFINITION DU TEMPS
Mais, au fond, qu’est-ce que le temps ? Comment réellement le définir ? Est-ce :

  1. Une ressource ? Ce qui permettrait une forte interactivité entre idées, prises de décisions, choix des actions, fonctions et ressources, 
  2. Un critère ? Il déterminerait un espace en heures, jours ou mois,
  3. Un facteur ? Il favoriserait ou défavoriserait, soutiendrait ou abandonnerait une application quelconque ou une activité qui pourrait ne pas s’avérer rentable,  
  4. Un paramètre ? Il permettrait de mesurer et de dessiner les périmètres d’actions, 
  5. Une contrainte ? Une limitation d’un espace en durée de temps ou en délais nécessaires, 
  6. Une variable ? Il prendrait différentes valeurs et permettrait une grande flexibilité d’usage, 
  7. Une dimension ? Elle déterminerait un espace dans lequel une activité, ou une fonction, s’accomplirait, 
  8. Une perception ? La considération et la compréhension de délais ou de durée nécessaires, 
En définitions rapides

Dans le cadre de cet article, définissons les termes qui nous intéressent :
  1. Ressource : moyens (en hommes, en matériel) dont dispose un groupe, un pays, une organisation, etc.
  2. Critère : ce qui permet de faire un tri, de choisir, de servir de base de jugement, 
  3. Facteur : élément concourant à un résultat,
  4. Paramètre : donnée essentielle pour comprendre…, élément … dont on peut fixer la valeur numérique, donnée de référence…,
  5. Contrainte : ce qui contraint, pression physique ou morale pour forcer, obliger, pour limiter un espace de travail….,
  6. Variable : qui est sujet à varier, qui est incertain, qui est susceptible de se modifier dans sa forme, qui peut prendre diverses valeurs
  7. Dimension : étendue mesurable, mesure de chacune des grandeurs nécessaires à l’évaluation de quelque chose, portion relative de l’espace occupée par un corps (activité ou fonction dans cet article), grandeur, importance de quelque chose (taille), aspect significatif de quelque chose,  
  8. Perception : Idée, compréhension plus ou moins nette de quelque chose, 
Pour mieux définir et mieux comprendre le terme temps référons-nous, une fois encore, à cet éternel compagnon culturel qu’est le dictionnaire pour nous renseigner sur ce qu’il pourrait signifier dans différentes dimensions ou situations : 
  1. « Milieu et notion fondamentale dans lequel semblent se succéder des événements et se dérouler les existences, 
  2. Milieu perçu comme une dimension mesurable, 
  3. Chacune des phases de déroulement d’une action….
  4. Durée,
  5. Délai,
  6. Époque,
  7. Moment favorable pour faire quelque chose,
  8. Saison,
  9. Etc. ».
Nous tenterons, dans cet article, de mieux comprendre, et certainement de mieux mettre en évidence ce qui vient d’être écrit.

INTRODUCTION

Dans « Le facteur temps ne sonne jamais deux fois », Étienne KLEIN écrit : «Chose déroutante, décidément, que le temps. Nous en parlons comme d'une notion familière, évidente, voire domestique, "gérable". Une sorte de fleuve dont nous pourrions accommoder le cours à notre guise, à coups de plannings, de feuilles de route, d'agendas. Nous parlons même d'un "temps réel" pour évoquer l'instantanéité, c'est-à-dire le temps sur lequel nous n'avons aucune prise. Mais aucune discipline ne parvient à épuiser, à elle seule, la question du temps ». 

Parmi les différentes raisons qui tentent d’expliquer les raisons d’un échec, ou d’un succès, nous pourrions dire, à la limite, que la considération, ou le manque de considération, de la dimension temps tient souvent la première place, si ce n’est une des premières. Sa mauvaise compréhension, ou utilisation, est souvent source soit de mauvaises prises de décision, soit d’une orientation divergente des objectifs prévus. 

En fait, la pression issue de la concurrence en maximise l’importance, car être le premier reste un objectif vital en termes de parts de marché et de pénétration totale des marchés. 
Face à cette situation, nous pourrions nous poser la question : « Les entreprises se donnent-elles suffisamment de temps pour réfléchir, concevoir, produire et commercialiser » ? Deux réponses se présentent alors à l’esprit, de prime abord :

Oui, car ce qui est offert sur un marché doit être suffisamment fonctionnel pour être choisi, acheté, utilisé et ré-acheté. Mais, que dire réellement de certains produits qui, à peine quelque temps après leur lancement, sont retirés du marché pour défauts techniques (parfois dangereux) ou contre-effets malheureux ? Rappelons-nous les déboires de l’industrie automobile et de l’industrie pharmaceutique.

Non, car les attentes des marchés consommateurs et des individus en particulier, font de plus en plus pression sur les entreprises pour obtenir ce que nous avions appelé, dans un de nos articles précédents, la vie plus facile et moins stressante. Signalons, à ce sujet, que le manque de temps, ou la pression sur une réduction des délais de productivité et de production, a eu des conséquences malheureuses sur les individus au travail. 

Il y a bien un proverbe qui dit que « Le succès vient à celui qui sait attendre ». 

Ainsi, à cause du manque de prise en compte du temps, beaucoup d’entreprises se mettent, dès leur point de départ, en situation d’échec possible. Le temps est donc d’importance. Ainsi, concevoir, tester, produire et commercialiser en minimisant la dimension temps (que l’on ne peut pas du tout ne pas considérer) peuvent devenir d’importantes sources d’erreurs dont les conséquences coûtent souvent trop cher. 

Notons que souvent, quand une décision est prise concernant le nouveau ou l’innovant, la phase de planification, donc d’étude de faisabilité, de rentabilité, d’allocation et d’anticipation, reste incomplète si suffisamment de temps n’est pas donné au temps. Ce qui nous rappelle ce que François MITTERRAND avait dit : il faut donner du temps au temps dans une de ses célèbres citations.    

Pour les entreprises, il s’agit donc de prendre conscience de ce que représente vraiment le temps ! 

1 – Le temps : ressource fondamentale

La considération du temps en tant que ressource nécessaire, et inévitable, en management des organisations et de leurs activités internes et externes, est importante car elle influe fortement sur les délais de travail et sur sa livraison aux différents clients, et influence autant la productivité individuelle, que collective et qu’organisationnelle. 

De lui dépend souvent le succès, ou l’échec comme nous l’avons dit plus haut, de ce que l’entreprise entame dans la course effrénée pour sa survie ou son expansion économique. Mais les impératifs et les enjeux du XXIe siècle, limitent son espace : faire trop vite, c’est faire parfois incomplètement et, peut-être moins parfaitement, quand faire trop lent c’est souvent manquer le coche ou arriver trop tard. Ne pas tenir compte de cette réalité, c’est déjà se condamner à devenir, et rester, un suiveur plutôt qu’un leader avant de disparaître définitivement. D'où les erreurs de planification, les échéances toujours trop rapprochées, les urgences qui arrivent toutes ensemble, ce qui crée des conditions propices aux échecs.

Ici, dans une certaine mesure, intervient l’Intelligence d’Entreprise : il ne s’agit plus de prévoir, ou d’anticiper, mais de créer l’innovant c’est-à-dire ce qui va révolutionner et renverser les habitudes et donner du fil à retordre à la concurrence. Mais, celle-ci ne va pas rester les bras croisés. Dès qu’elle aura compris que la nouvelle règle du jeu est l’innovation, elle va aussi se lancer dans l’imaginatif et le créatif. Les entreprises savent aujourd’hui, à cause des enjeux et des intérêts engagés, que la survie économique n’est qu’une question d’intelligence et de temps. 

Alors, faut-il gagner du temps ou faut-il perdre du temps ? Ces deux questions restent d’actualité, car:

Gagner du temps, c’est, encore une fois, être le premier dans l’introduction du nouveau ou de l’innovant. Ici, s’introduit le concept de la créativité compétitive. Ce qui nous entraîne à reposer l’éternelle question « faut-il être le premier ou faut-il être le meilleur » ? 

Perdre du temps reste une décision volontaire ou obligée. La raison en est peut-être le fait qu’un marché, ou que des consommateurs, ne sont pas encore prêts pour le nouveau ou l’innovant. 

Nous en arrivons donc, à réaliser qu’au fond, le temps reste une ressource trop souvent négligée ou à laquelle peu d’importance y est allouée. La raison en est simple : on croit toujours qu’on a le temps autant que certains pensent et disent, face à un impératif de production, on n’aura jamais le temps… ou on n’aura jamais assez de temps…. Ce qui n’est pas toujours vrai ! 

Il s’agit seulement de faire attention à ne pas revivre la course du « Lièvre et de la Tortue ». On en arrive à penser au dilemme arriver trop tôt ou arriver trop tard, mais jamais : arriver à temps !
Il est vrai, aussi, qu’on ne peut pas tout faire en même temps, autant qu’on ne peut pas penser à tout. C’est, pratiquement et simplement, parce qu’on reste pressé de finir, d'où l’anecdote comment finir avant de commencer ?  Il faut donc faire des choix, ce qui n’est pas aussi simple qu’on ne le croit. 

Il s’agit donc de prioritariser l’important avant le secondaire. « Choisir les choses à faire est d'une importance capitale dans la gestion du temps et ce choix implique la décision de ne pas faire certaines choses. On emploie un temps fou à faire des choses inutiles ou insatisfaisantes qui ne contribuent guère à l'atteinte de nos objectifs ». Remettre sur la table d’opérations, les concepts d’efficacité (faire les choses correctement) et d’efficience (faire ce qu’il faut faire). En conséquence, que de temps gaspillé inutilement !
Ce qui nous entraînerait à dire, à la limite, que toute gestion du temps, en entreprise ou en activité, serait faite en considérant :

L’efficacité du temps : produire suivant des délais déterminés, en considérant une marge suffisante de sécurité, (prévoir les retards possibles, les ralentissements, etc.)

L’efficience du temps : impartir les délais nécessaires à une production, ou à une activité, pour qu’elles soient suffisamment adéquates à servir.

On en vient donc à réfléchir fortement sur une activité managériale omniprésente : la gestion du temps ! « La différence fondamentale entre les gens qui réussissent et ceux qui échouent réside souvent dans l'usage qu'ils font de leur temps. Ce qui importe, ce n'est pas le nombre d'heures que l'on consacre à un travail, mais bien ce que l'on fait pendant ces heures. En gérant bien son temps, on peut travailler pendant le même nombre d'heures qu'auparavant et obtenir de meilleurs résultats pendant moins d'heures et atteindre les mêmes résultats ; ou pendant plus d'heures et arriver à des résultats exceptionnels ».
2 – Le temps : critère fondamental

Le temps est-il un critère particulier à différents types d’activité, de profession ou de métier, de groupes, voire à différents pays ? Effectivement, la notion de temps varie d’un pays à l’autre. Ainsi, dans certains d’entre eux le temps reste une notion vague. Comme exemple, nous pourrions citer le terme « demain » dans les pays arabes, (boucra, dans le langage courant de certains pays du Moyen-Orient) qui ne définit pas le jour suivant, mais qui a surtout la connotation du un jour…. La notion de l’exactitude est plutôt floue, et l’attente n’est pas un phénomène inhabituel.

Le temps, serait une « composante culturelle propre à chaque pays » comme le proposerait Frédéric TIBERGHIEN dans sa proposition de «profil temporel » mono ou polychronique. 

Il faut noter cependant que certains pays, voire certaines entreprises, privilégient le vague dans leur engagement des délais afin de ne pas s’engager et d’être pris de cours, quand pour d’autres le temps est même devenu plus important que la qualité !

Notons à ce sujet que l’emploi du temps reste, pour certains négociateurs, un critère d’économie. Les commerciaux américains ont tendance à organiser leur temps dans les rencontres commerciales, (time is money), quand les commerciaux de certains pays d’Extrême-Orient favorisent la perte de temps (?), en opposition aux premiers, en relations humaines. Deux approches différentes où le temps représente un critère social d’importance. 
Dans l’enquête menée par Louis-Harris (1997) sur l’importance des critères dans le choix d’un fournisseur, le critère temps occupe la 3e place avec 47% quand la notoriété de l’entreprise (qui reste fondamentalement un critère important de choix autant pour les entreprises en B2B que pour les consommateurs en B2C, puisqu’elle inclue image de marque, crédibilité et confiance), ne totalise que 9%. 

Matière à réflexion, puisque la relation marketing entreprise-consommateurs représente toujours le critère de continuité et de constance. Le temps remettrait-il tout en question ?
On en vient donc à considérer une dimension additionnelle : celle du rapport qualité-temps. Quelle qualité, et quelles qualités, fournir dans un délai déterminé ? Et quels prix conséquents adopter ?

3 – Le temps : paramètre fondamental

Wikipédia, dans sa définition du temps, facteur fondamental écrit que «Galilée fut le premier à considérer le temps comme une grandeur quantifiable… », c’est-à-dire qu’aujourd’hui la quantité de temps nécessaire pour faire quelque chose doit être retenue, et doit être mesurée, sinon décidée, dans la prise de décision et dans la production de quelque nature fusse-t-elle. 

Les fonctions de gestion des entreprises incitent à penser que les activités sont régulées suivant un mouvement synchronisé qui part d’un concept pour arriver à une réalisation ou une application concrète. Il faut donc considérer un espace de durée qu’on appellera temps de production ou temps de productivité. Les choses ne se font pas seules et ont besoin de délais pour être prêts. 

Le temps est donc un paramètre actif dans tout processus de management depuis l’idée créatrice et innovante jusqu’à l’utilisation des ressources disponibles dans l’entreprise.

Nous reviendrons sur ce point, dans la partie Management et Temps un peu plus loin.

4 – Le temps : facteur fondamental

Jean-Yves ARCHER introduit son article Le temps, ce facteur-clef de succès pour le manager, par «L’accélération de l’innovation, des modes de transport, des transferts de données ont donné une sorte de coup de fouet à la société. Selon l’adage, on ne doit pas confondre vitesse et précipitation. Et pourtant bien des exemples rapportent le contraire. Quel rapport au temps avons-nous » ?

La perception de ce facteur reste, cependant, tributaire du point de vue de l’entreprise, des dirigeants, des employés, des consommateurs, de la consommation, etc. Pour les uns il concerne des délais, ou des échéances à respecter, pour d’autres il n’est qu’une dimension vague et, pour d’autres encore, il ne représente qu’une contrainte. 

Cette notion de facteur temps est d’importance lorsque l’on tente de comprendre les processus autant du management des entreprises, que ceux des activités à entreprendre. 

On prend surtout conscience de son importance lorsque l’on tente d’aborder des questions… primordiales de la réflexion managériale et de la constance marketing.

5 – Le temps : contrainte fondamentale

Nous pourrions introduire ce paragraphe par la Théorie des Contraintes d’Eliyahu M. GOLDRATT, « qui a pour principe fondamental que le flux généré par une organisation est limité par au moins un processus, c'est-à-dire un goulot ou goulet d’étranglement. La production de valeur ne peut donc être augmentée qu’en augmentant la capacité de production au niveau du goulet d’étranglement ».
Une contrainte est une règle obligatoire qui réduit la liberté d'action. 

6 – Le temps : variable fondamentale

Chaque activité, chaque fonction, chaque tâche s’accomplit en fonction d’un objectif et dans une dimension temps bien déterminée. Cependant, cette dimension peut prendre plusieurs valeurs suivant la difficulté, ou la complexité, de ce qu’il y a à faire.

Il est donc primordial d’allouer à ce qui est en cours d’être fait, la quantité de temps nécessaire pour que tout soit fait suivant les normes qu’une entreprise crée, ou suivant ce qu’un marché d’écoulement attend. On reprend, ici, ce concept de qualité-temps.

Pierre WAAUB le met bien en évidence quand il écrit : « En ignorant les conséquences des réformes sur la variable « temps de travail », les pouvoirs publics ont négligé une variable essentielle : celle qui rend l’organisation du travail efficiente. De la surcharge de travail à la frustration de ne pas avoir le temps, les enseignants font chaque jour le constat de l’importance stratégique du temps dans les apprentissages. Et si l’on prenait le temps de comprendre les différentes significations de ce manque de temps pour arrêter de le vivre comme une contrainte et commencer à l’organiser autrement ».

7 – Le temps : dimension fondamentale

Le temps reste pour l’entreprise et pour l’individu une dimension fondamentale des perceptions de l’objectif et de l’aboutissement d’activités managériales autant que culturelles, sociales ou économiques. Ce qui laisse à dire que la question « qu’est-ce que le temps ? » relève d’enjeux purement économiques.

Les deux grandes caractéristiques de la dimension temps est son irréversibilité et son irrévocabilité. En effet, quand l’application, ou la mise en route, d’une activité, la réflexion et la prise de décision tombent dans le passé. On comprend alors pourquoi toute prise de décision devient décisive et engageante. 
Cette dimension nous pousse à considérer dans la réflexion managériale les concepts de temps passé, temps présent et temps futur. Trois dimensions qui répondent aux trois questions fondamentales de la réflexion analytique de l’action de l’entreprise :
  1. Où étions-nous ?
  2. Que faisons-nous ?
  3. Où serons-nous ?

Comprendre les relations qu’entretiennent ces trois modalités du temps, c’est probablement comprendre ce qu’est le temps lui-même.

 « Car tout cela, ce sont des divisions du Temps : le passé et le futur sont des espèces engendrées du Temps, et lorsque nous les appliquons hors de propos à la substance éternelle, c'est que nous en ignorons la nature. Car nous disons de cette substance qu'elle était, qu'elle est et qu'elle sera. Or, en vérité, l'expression est ne s'applique qu'à la substance éternelle. Au contraire, était, sera sont des termes qu'il convient de réserver à ce qui naît et progresse dans le Temps. Car ce ne sont que des changements. Mais ce qui est toujours immuable et inchangé, cela ne devient ni plus vieux, ni plus jeune, avec le temps, et jamais cela ne fut, ni ne devient actuellement, ni ne sera dans le futur. » (Platon, Timée)

8 – Le temps : une perception fondamentale
Le temps est un concept développé par l’être humain dans un temps présent pour comprendre le changement dans l’évolution des choses, depuis le temps passé et leur projection dans un temps futur. C’est donc une perception très subjective inhérente à l’écoulement des jours, des semaines, des années et des siècles. 

Dans la présentation de Wikipédia, sur la perception du temps, nous lisons : « La perception temporelle a fait l'objet de nombreux travaux depuis les premières études psychophysiques au XIXe jusqu'aux explorations en imagerie cérébrale les plus récentes. Les expérimentateurs se sont attelés à distinguer différents types de phénomènes qui relèvent tous de la perception du temps :
  1. la perception des durées ;
  2. la perception et la production de rythmes ;
  3. la perception de l'ordre temporel et de la simultanéité».

TEMPS ET MANAGEMENT : LA GESTION DU TEMPS

La question de la gestion du temps est une question posée pratiquement chaque jour quand on gère une entreprise, ou une activité quelconque. Ceci s’adresse autant aux entreprises qu’aux individus.

La manière dont chacun choisit d’allouer la quantité de temps nécessaire pour faire quelque chose, traduit souvent le critère des priorités, comme on l’a déjà dit. Gérer son temps, c’est donc, comme nous l’avons signalé plus haut, donner la priorité à l’important, au plus urgent ou au plus pressé face au secondaire qui peut attendre. Mais c’est aussi, ce qu’on oublie parfois, la priorité à l’allocation des ressources et la concentration des énergies pour finir à temps.

Il est donc important, dans la réflexion managériale, de catégoriser, dans la mesure du possible, ce qui doit être fait en court terme, en moyen terme ou en long terme. En fait, c’est revenir au concept de la planification stratégique.  

Le temps est l’élément le plus complexe à gérer. En fait, la durée réelle impartie aux tâches est souvent différente de celle prévue dans la période de planification, puisqu’interviennent de nombreux facteurs tels que la compétence et le niveau de maîtrise de la personne en charge.

Il y a donc plusieurs étapes à considérer dans la gestion du temps :
  1. Identifier les délais nécessaires, 
  2. Exploiter ces délais au maximum, tout en laissant une marge de sécurité, tel que nous l’avions signalé plus haut, 
  3. Organiser et synchroniser les processus de travail,
  4. Contrôler chaque étape et évaluer la projection sur l’ensemble du travail en cours, 
  5. Etc.

L'application de la gestion du temps est une méthode de gestion fondée sur la distinction entre l’urgent, le pressé, l’important, le primordial ou le crucial, et le rapide. Le concept de base est simple à comprendre. Si l'on représente un processus de travail sur une tâche précise, par une série de « périodes d’allocation de temps » la notion de « temps » ou de « durée » ou même de « délai », devient évidente.  

Ce qui distingue la gestion du temps, des autres actions de gestion, c’est qu’il caractérise le temps sous ses différents aspects de ressource, de facteur, de critère, de contrainte, de variable, de paramètre, de dimension et de perception. D’où la nécessité de définir la valeur de ces aspects et de savoir l’utiliser sans créer un déséquilibre dans leur utilisation. 
Il s’agit donc de comprendre le concept de l’investissement-temps et de s’en rapprocher le plus possible.

De là, s’ensuit une réflexion plus profonde : l’adoption dans la réflexion managériale de l’influent temps qui devrait pouvoir permettre de distinguer le point focal de l’exercice du travail à travers la différenciation, l’identification et la définition que l’on pourrait donner au :
  1. Temps-Ressource
  2. Temps-Facteur
  3. Temps-Critère
  4. Temps-Contrainte
  5. Temps-Paramètre,
  6. Temps-Variable, 
  7. Temps-Perception,
  8. Temps-Dimension

En comprenant la diversification des qualificatifs donnés au temps, la maîtrise des capacités productives et productrices de l’entreprise s’en trouveraient renforcées. Il s’agit donc, ensuite, de savoir faire un choix et d’agir conformément. 

On pourrait alors parler de chaîne critique du temps à l’instar de la chaîne critique développée par GOLDRATT dans la Théorie des Contraintes. 

Cette chaîne critique du temps pourrait justifier l’allocation de délais d’exécution et des marges de sécurité incluses dans la synchronisation du processus de travail. Il ne s’agira pas de surévaluer ces délais, mais de savoir les utiliser même si le temps effectif de réalisation reste inférieur à ce qui avait été prévu, et rejoindre un peu la fameuse loi de Parkinson, « le temps qui s’étire à l’infini». 

Cette loi stipule que «tout travail au sein d'une administration augmente jusqu’à occuper entièrement le temps qui lui est affecté ».

Gestion du temps et Technologie

La gestion du temps est donc bien une des composantes de la réflexion managériale stratégique. Elle permet, à priori, de mieux concevoir l’organisation et la réalisation d’une activité, d’un projet, d’un travail ou d’une mission à accomplir suivant des objectifs fixés et constants. Elle dépend principalement de la phase de planification et d’anticipation. 

Les durées et les délais impartis aux tâches à accomplir sont généralement regroupés dans une conception de division d’un travail, ou d’une tâche. 

La technologie

Quand la Technologie intervient, ou est incluse dans les processus de production et de travail, plusieurs questions se posent. Nous emprunterons à Eliyahu GOLDRATT six questions principales :
  1. « Quelle est la puissance réelle de la technologie ?
  2. Quelle limitation permet-elle de diminuer ?
  3. Quelles sont les procédures qui permettaient de travailler avec la limitation ?
  4. Quelles sont les nouvelles procédures à mettre en œuvre ?
  5. À partir des modifications des procédures, quelles modifications sont requises sur la technologie ?
  6. Comment réaliser le changement? »

Répondre à ces questions, ou tout simplement les transposer dans la réflexion managériale de la planification, apporterait :
  1. Puissance réelle de la Technologie : économie de temps et rapidité de production,
  2. Limitations à diminuer : délais impartis aux tâches,
  3. Procédures en accord avec les limitations : changement des processus de travail,
  4. Modifications requises sur la Technologie : accélération des quantités produites et finissage plus complet,
  5. Réaliser le changement : vaincre les réticences et les résistances, 

LE TEMPS, UNE NOUVELLE APPROCHE

La plupart des ouvrages traitant du management des entreprises stipulent que toute organisation est administrée, ou gérée, en considérant des fonctions et des ressources et leur interactivité. Le management moderne considère à ce propos :
  1. Quatre fonctions d’administration : planification, organisation, direction et contrôle, 
  2. Quatre fonctions de commercialisation : production, distribution, vente et communication (promotion).  
  3. Quatre types de ressources : physiques, matérielles, financières et humaines. 
  
D’autres ouvrages ont considéré l’ajout d’une cinquième ressource : l’information, considérant que toute interaction, que tout travail, ne peut se faire sans information et sans communication. 

Nous en sommes donc à prendre en compte cinq ressources interagissantes avec les fonctions d’administration (de gestion) et celles de commercialisation.

Nous avions alors, dans un de nos articles précédents, proposé un tableau mettant en relief cette interaction :

Cependant, cet article suppose que le temps peut aussi être une ressource. Ainsi, le graphe représentatif de la gestion d’une entreprise prendrait alors l’aspect suivant :

CONCLUSION

Faudrait-il vraiment considérer le temps comme une ressource fondamentale ? Le point soulevé est d’importance, car on si on se posait les deux questions suivantes :
  1. Dans quelle mesure le temps influe-t’il sur la gestion des entreprises ?
  2. Dans quelle mesure le temps influence-t-il la gestion des entreprises ?
peut-on affirmer que le temps n’est simplement qu’une ressource à la disposition du management des organisations ?
  1. Oui, et c’est ce que cet article a tenté de démontrer, 
  2. Non, car en introduction nous avions défini le temps sous huit aspects différents : ressource, critère, facteur, paramètre, contrainte, variable, perception et dimension.

Mais quel que soit l’aspect dimensionnel que l’on pourrait lui attribuer, le temps reste un agent d’influence important. Ne devrait-on pas alors, lui octroyer ce qui pourrait être sa véritable dimension que nous traduirons par le terme influent, comparativement à ceux de ressources, fonctions, éléments, composants, etc.

À la limite nous nous trouverions devant une nouvelle approche managériale qui considérerait :

  1. Des fonctions d’Administration, 
  2. Des fonctions de Commercialisation, 
  3. Des ressources, 
  4. Des influents.
Ces influents seraient par définition, des forces actives agissantes sur des fonctions en collectivités autant qu’en individuelles, déterminant ainsi une dimension nouvelle du concept de management des entreprises. Ce qui aurait pour effet direct de mieux :
  1. Planifier, organiser et diriger en facilitant l’application de la fonction de contrôle.
  2. Produire, distribuer, vendre et communiquer 
  3. Distribuer les ressources suivant l’importance et la durée des activités en cours.

En conséquence, nous pourrions établir le tableau suivant :

INTELLIGENCE ABSTRAITE[6] :
-     Partie de l'Intelligence Générale qui traite de l'Intelligence Logique, Verbale, Spatiale et Imaginative,
-     Capacité de comprendre et de manipuler à l'aide de symboles verbaux et mathématiques[7],
ABSTRACTED INTELLIGENCE:
- Part of the General Intelligence dealing with Logic, Verbal, Space and imaginative Intelligence,
- Ability to understand and manipulate with verbal and mathematical symbols,
INTELLIGENCE ABSURDE :
-    Capacité de prendre une décision qui soit contraire à la logique, au raisonnement ou au sens commun, qui dépasse l'entendement, et inacceptable par la raison.
-    Capacité d'insérer dans une communication des arguments contraires à un état de fait ou à une logique afin de forcer une autre partie à se rendre, à abandonner une argumentation ou à déraisonner.
-    Capacité de démontrer que la véracité d'une hypothèse conduirait soit à une contradiction soit à une confirmation (principe du raisonnement contraire)[8].
ABSURD INTELLIGENCE:
- Ability to make a decision that is contrary to logic, reasoning and common sense, that is beyond comprehension, and unacceptable by reason.
- Ability to include in a statement counter-arguments to a state of fact or logic to force another party to surrender, to give up an argument or a nonsense.
- Ability to demonstrate the truth of a hypothesis, to lead to a contradiction or to a confirmation (contrary principle of reasoning).
INTELLIGENCE ACADEMIQUE :
Etat du niveau d'intelligence développé par l'état des connaissances académiques, (éducation scolaire, éducation universitaire).
ACADEMIC INTELLIGENCE:
Level of intelligence developed through academic knowledge (school education, university education).
INTELLIGENCE ACTIVE :

Etat de l'évolution du quotient d'intelligence sous l'influence des facteurs d'éducation et d'expériences diverses, et apportée par trois formes de cultures complémentaires, (générale, académique et professionnelle).
ACQUIRED INTELLIGENCE:

INTELLIGENCE ADMINISTRATIVE :
Capacité de gérer les fonctions de Planification, d'Organisation, de Direction et de Contrôle.
ADMINISTRATIVE INTELLIGENCE:
Ability to manage the functions of Planning, Organizing, Leading and Controlling.
INTELLIGENCE ADVENTIVE :
-          Forme d'intelligence qui se développerait parallèlement dans une situation particulière qui est caractérisée par une difficulté, une incertitude ou simplement qui assisterait une collectivité d'intelligences en action[9].
-          Forme d'intelligence qui émergerait d'une dimension externe et qui interviendrait de façon accidentelle ou voulue suivant les difficultés que pourrait rencontrer une situation[10].
ADVENTIVE INTELLIGENCE:
- Form of intelligence that would develop in parallel in a particular situation which is characterized by a difficulty, an uncertainty or simply who attends a community of intelligence in action.
- Form of intelligence that would emerge from an external dimension and intervene accidentally or deliberately according to the difficulties which might arise in a situation.
INTELLIGENCE AFFECTIVE:
-          Faculté d'agir avec émotions[11] .
-          Faculté de destiner une action, un produit, un objectif à une utilisation spécifique,

INTELLIGENCE ALTERNANTE :
Faculté d'une Intelligence de faciliter la succession d'éléments ou d'actions, dans un ordre chronologique déterminé, en remplaçant la théorie par la pratique et vice-versa.
ALTERNATING INTELLIGENCE :
Ability of an Intelligence to facilitate the succession of elements or actions in a certain chronological order, replacing the theory by the practice and vice versa.
INTELLIGENCE ALTRUISTE :
Proche des Intelligences Emotionnelle, Emotive et Empathique, c'est une faculté de penser aux autres et de vouloir faire le bien dans le but de promouvoir un visage humain conscient des besoins et souffrances des autres,
ALTRUISTIC INTELLIGENCE:

Capacité d'augmenter et d'étendre les capacités intellectuelles humaines, en particulier les capacités cognitives des groupes.
AMPLIFIED INTELLIGENCE:
Ability to increase and extend human intellectual abilities, especially the cognitive abilities of the groups
INTELLIGENCE ANALYTIQUE :
-        Capacité d'observation et de réflexion d'une entreprise ou d'un individu, de situations, de crises ou de conflits en déterminant les causes, les sources, les faits et les conséquences,
-        Capacité de comprendre l'interrelation entre fonctions, entre faits apparents, etc.
-          Forme d'intelligence abstraite qui utilise des concepts, par raisonnement, déduction logique, c'est une activité symbolique pure comme par exemple les maths[13].
-        Capacité permettant de comparer des contradictions, des contrastes et des modèles différents ou distincts[14].
ANALYTICAL INTELLIGENCE:
- Powers of observation and reflection of a company or an individual, on situations, crises and conflicts in determining the causes, sources, facts and consequences
- Ability to understand the interrelationship between functions, apparent facts, etc.
- Form of abstract intelligence that uses concepts by reasoning, logical deduction, this is a pure example of mathematical symbolic activity.
- Ability to compare contradictions, contrasts and different or distinct models.

INTELLIGENCE ANTICIPATIVE :
-        Capacité à comprendre, à prévoir et à « pro» agir en fonction de la connaissance acquise de la manière de penser de la concurrence.
-        Faculté de prévoir d'une situation en vue d'y faire face le moment venu
INTELLIGENCE ANTICIPATIVE:
- Ability to understand, predict and "pro" act upon the knowledge gained in the way of thinking of the competition.
- Ability to think in advance over a situation in order to face it when the times comes

INTELLIGENCE ANTICIPATRICE :
Capacité de mise à exécution avant le moment prévu,
ANTICIPATING OR PROACTIVE INTELLIGENCE:
Ability to put into effect, before the scheduled time,
INTELLIGENCE APPRENANTE :
Forme d'intelligence dont se sert une entreprise afin de cumuler les connaissances nécessaires dans un apprentissage, applicables aux fonctions de gestion.
LEARNING INTELLIGENCE:
Form of intelligence that is used by a company to accumulate knowledge in learning, applicable to management functions.

INTELLIGENCE ARGUMENTATIVE :
Faculté de trouver des arguments permettant de mieux convaincre, de mieux persuader et de mieux suggérer, dans un but précis.
ARGUMENTATIVE INTELLIGENCE:
Ability to find arguments to convince better, to persuade better and to suggest better on a specific purpose.

INTELLIGENCE ARGUMENTATRICE :
Faculté de mettre en évidence des alternatives ou des choix, par différent types d'arguments, afin de mieux parvenir à faire agir dans un sens voulu
ARGUMENTING INTELLIGENCE:
Faculty of highlighting alternatives or choices, through different types of arguments, in order to act more efficiently in a desired direction.
INTELLIGENCE ARTIFICIELLE :
-         Domaine de recherche faisant appel à des techniques informatiques et à des recherches développées en Sciences Humaines.
-         Recherche de moyens susceptibles de doter les systèmes informatiques de capacités intellectuelles comparables à celles des êtres humains.
ARTIFICIAL INTELLIGENCE:
- Field of research involving computer technology and research developed in Humanities.
- Finding ways to equip computer systems with human intellectual abilities.

INTELLIGENCE ARTISTIQUE[15] :
Aptitude à comprendre l'intérêt d'introduire l'art dans l'entreprise ou auprès des consommateurs comme moyen d'attraction dans le but de vendre[16],
ARTISTIC INTELLIGENCE:
